The procedure for forming and submitting a report on the state of the anti-corruption system in the forestry agency and system organizations


Chapter 1. General rules.

1. This Order is about the formation of accountability for the operation of the anti-corruption system and the implementation of anti-corruption measures in the Forestry Agency of the Republic of Uzbekistan and its system organizations (hereinafter - the Agency and system organizations). determines the procedure.

2. The responsibility for the formation and submission of reports (hereinafter - Reports) on the functioning and development of the anti-corruption system in the Agency and system organizations rests with the Agency's Anti-Corruption Compliance-Control Service or responsible employees. ladi

3. The responsibility for submitting the reports of system organizations of the Agency rests with the person responsible for internal anti-corruption control in regional and structural divisions (hereinafter - the Person in Charge).


Chapter 2. Types of reports and their periodicity.

4. The following types of reports are envisaged in agency and system organizations:

a) A report on the operation of the anti-corruption system in the Agency and system organizations, including the implementation of the Agency's anti-corruption program or road map measures, is submitted quarterly by the Compliance-control service in accordance with Article 3 of this Procedure shall be established in the manner specified in the chapter;

b) The report on the implementation of the activities planned in the state anti-corruption program is drawn up every quarter by the Compliance-control service in accordance with the procedure specified in Chapter 4 of this Regulation.

5. The report is regularly prepared in accordance with the rules and terms established in this Procedure, regardless of the state of the anti-corruption system in the Agency and system organizations, as well as whether or not anti-corruption activities were carried out during the reporting period.

An annual report is prepared for the IV quarter of the year.

6. Quarterly and annual reports are submitted to the Director of the Agency (the Board of the Agency).

The Compliance-control service in the central office of the Agency submits the Agency's general report to the Anti-Corruption Agency of the Republic of Uzbekistan (hereinafter - the Agency) every quarter, no later than the 25th day of the first month of the following quarter, for consideration.

7. General information in the Agency's annual report is published on its official website. This information is prepared by the Compliance-control service of the Agency.

8. The report on the operation of the anti-corruption system in the Agency and system organizations is drawn up for the purpose of monitoring and control of the anti-corruption system, as well as monitoring the implementation of the Agency's anti-corruption program or road map activities.

9. The report is prepared quarterly by the Compliance-supervision service no later than the 20th of the month following the reporting period and submitted to the Director of the Agency (the Board of the Agency) for consideration.

10. The formation of the report is carried out in the following order:

a) no later than the 2nd day of the month following the reporting period, the Compliance-control service in the central office of the Agency sends a notification to the responsible employees that they will submit a report in accordance with Appendix 1 of this Procedure, approved by the relevant leaders by the 10th day of this month;

b) The report of the units of the central office of the Agency is prepared by the Compliance-control service in the central office of the Agency and approved by the deputy head of the Agency in charge of anti-corruption;

In the event that measures are not taken on any section of the report on anti-corruption activities, it is necessary to indicate the reason why the measures were not taken;

c) information included in reports should be based on copies of relevant documents and other information;

g) The Compliance-control service in the central office of the Agency prepares a general report on the operation of the anti-corruption system in the Agency's system in the form specified in Appendix 2 to this Procedure, and in addition to it, in Appendix 1 to this Procedure enters the information in the report compiled on the Agency and system organizations according to the form.

The report should contain a summary of key information and recommendations. The annual report should also include a comparative analysis with similar indicators of the previous year.

11. When compiling reports on the operation of the anti-corruption system in the system of agencies and system organizations and the general report on the operation of the anti-corruption system in the Agency system, the Compliance-control service requires the employees of the relevant department has the right to request and receive documents, explanations and statistics. The compliance-supervision service submits a general report on the functioning of the anti-corruption system with a brief reference to the director of the Agency by the 21st of the month following the reporting period.


Chapter 4. The procedure for formulating a report on the implementation of planned activities in the state anti-corruption programs.

12. The report on the implementation of activities planned in the state anti-corruption program shall be prepared in accordance with Appendix 3 of this Procedure.

13. The report on the implementation of the activities planned in the state anti-corruption program is drawn up by the Compliance-control service at the same time as the general report on the operation of the anti-corruption system in the Agency.

14. The report on the implementation of the activities planned in the State program to fight against corruption will be sent to the Agency after its review by the head.


Chapter 5. Final Rules.

15. In case of amendments and additions to the legislation of the Republic of Uzbekistan and internal departmental documents of the Agency, this Regulation should be revised.

16. The Compliance-control service in the central office of the Agency is responsible for making changes and additions to the Regulation.

General report on the operation of the anti-corruption system in the forestry agency and system organizations.

I. General information on the implementation of the anti-corruption measures program of the Agency

Brief information on the implementation of anti-corruption measures by the agency, including the number of units that have implemented anti-corruption measures in the central apparatus, regional and structural divisions; In the section of regional and structural units, units that have not implemented anti-corruption measures are indicated, and their names, non-implemented measures and brief main reasons should be indicated separately in the appendix to the report.

II. Policies and Procedures

Normative legal and internal documents (policies, regulations, standards, procedures, guidelines) that regulate the fields of combating corruption and apply to the field of combating corruption applied by the central apparatus, regional and structural units during the reporting period and so on) should be indicated.

III. Risk assessment

Information about the risk assessment carried out by the agency, including the cross-section of the central apparatus, regional and structural units, which have carried out a corruption risk assessment and updated their corruption risk map;

The number of regional and structural units that did not carry out the assessment of corruption risks is indicated in the cross-section of regions, regional and structural units of the organization, as well as their names and the reasons for not fulfilling the indicators are briefly indicated in the appendix to the report;

Newly identified corruption risks during the evaluation process are shown in the section of the central apparatus, regional and structural units. Also, measures proposed and implemented to manage corruption risks identified during the reporting period are recorded;

The ratio of corruption risks by category (high, medium, low) is shown in the section of territorial and structural divisions;

In terms of regional and structural units, it is necessary to indicate the high residual corruption risks for the Agency, as well as the measures proposed to reduce the specified corruption risks (if any).

The section is filled only during the annual reporting period. This section presents analytical information on the results of the risk assessment carried out in accordance with the procedure for conducting a corruption risk assessment in the organizational system.

IV. Anti-corruption procedures to be implemented

Regulation of conflict of interest:

The number of declared and regulated cases of conflict of interest, including during the recruitment, annual declaration process (if any), is indicated in the cross-section of the central apparatus, regional and structural units;

In the organization, the percentage ratio of the employees who have passed the annual declaration of conflict of interest procedures to the total number of employees, as well as the cases of declared and regulated conflicts of interest are recorded in the section of the central apparatus, regional and structural units;

Analytical data should be provided in the cross-section of regional and structural units where the indicators of planned conflict of interest compared to annual declared conflict of interest have not been met (for example, all leaders must declare a conflict of interest, but in practice only 50 % angry leader did it);

Analytical analysis of conflicts of interest identified in the Agency system and measures taken in the cross-section of territorial and structural units, including the total number and cross-section of categories (for example, in procurement procedures, as a result of direct work subordination, etc.) information should be provided.

Inclusion of anti-corruption provisions in Agency notices

Providing analytical data on the inclusion of anti-corruption provisions in the Agency's business contracts (percentage ratio of contracts), including the drafting of counterparties in the central apparatus, regional and structural divisions, indicating the reasons for the counterparties' refusal to include anti-corruption provisions in contracts ;

Display analytical data on cancellation of contracts due to violation of anti-corruption rules by the counterparty in the Agency system in the section of the central apparatus, regional and structural divisions.

Checking counterparties:

The number of inspections conducted on counterparties during the reporting period, the ratio of positive and negative conclusions in percentages are shown in the section of the central apparatus, regional and structural units.

Screening job candidates:

The number of checks conducted on candidates for employment in the Agency system is shown in the sections of the central apparatus, regional and structural units.

The information is filled in only if the declaration of conflict of interest is made during the reporting period.

Information is filled only in the annual report.

V. Education and communication

The results of anti-corruption training in the agency are shown in the sections of the central apparatus, regional and structural units: percentage of trained employees, form of training (direct/online);

Information on anti-corruption skills with a low level of training in the Agency system is displayed in the section of the central apparatus, regional and structural units (compared to the planned indicators);

In the Agency, the types and number of communications on issues of fighting against corruption are indicated in the cross-section of territorial and structural units (for example, distributions, conducting surveys on issues of fighting against corruption);

In the department, it is also possible to single out a wide range of separate activities carried out in the Agency system.

VI. Reports of corrupt practices and violations

During the reporting period, messages received through communication channels about issues related to the corrupt behavior of employees, conflicts of interest, and other anti-corruption violations are displayed in the section of the central apparatus, regional and structural units;

Analytical data obtained in the section of job duties and procedures (for example, in the procurement process, in the procedures related to personnel recruitment) are presented;

Analytical information on received messages is presented in the section of violations (for example, corrupt behavior, conflict of interest, violation of the procedures of the agreement, etc.); Analytical data on received messages are presented in the section of communication channels (for example, hotline, direct message, etc.).

VII. Monitoring and control[1]

Analytical data on the implementation of existing anti-corruption requirements, control measures and procedures by the Agency system in the section of the central apparatus, regional and structural units during the reporting period, including the number of system organizations that have been inspected, as well as , analytical data (planned, unplanned) on the periodicity and nature of the tasks and procedures performed by the inspection are shown;

In the section of regional and structural units, the number of units that have not been inspected is indicated separately, their names and the main reasons for the lack of inspections are briefly noted in the appendix;

General information about the results of the conducted inspections is displayed, including the ratio of positive and negative conclusions in percentages. If there are violations, a reference is made to Section VIII of this report.

VIII. Identified Violations and Actions

Analytical data on the violations of the anti-corruption requirements in the agency will be displayed at the level of the central apparatus, regional and structural units, including:

total number of violations;

the structure of violations by sources of information about violations ("hotline", direct reporting, results of monitoring and control, etc.);

The structure of violations in terms of tasks and procedures provided for in the internal documents of the agency (procurement, personnel issues, etc.);

Presentation of analytical data on the impact measures adopted in the agency in the cross-section of territorial and structural units, including:

the number of general actions conducted and whether or not action was taken on all detected violations; Analytical information on the types of impact measures (prosecution of the guilty, including in the section on the types of liability; making changes to the process and internal documents of the organization system, etc.), including, if necessary, the way to the violation what measures are proposed to be taken and what measures have been taken during the reporting period.

General analytical information on the results of activities conducted in accordance with the methodology of monitoring and controlling compliance with anti-corruption procedures in the organization during the reporting period is reflected.

IX. Conclusions

In the agency system, the main results of the implementation of anti-corruption measures in terms of territorial and structural divisions are shown, and a general assessment of the state of the anti-corruption system is given. If necessary, a comparative analysis with the indicators of previous periods is carried out, the reasons for achieving or not achieving satisfactory results are noted.

X. Further development of the anti-corruption system proposals and action plan

In the next reporting period, the main activities that allow to improve individual indicators of the anti-corruption system in the organizational system in the section of the central apparatus, regional and structural divisions will be shown.
