Report on the activities of the Forestry Agency in 2021 in the field of combating corruption

According to the decision of the President of the Republic of Uzbekistan dated January 21, 2021 "On measures to promote the development of science and scientific research in the field of forestry" No. PQ-4960 Anti-corruption compliance-control service consisting of 2 staff units was established in the central office of the agency.

During the reporting period, the service implemented the Law of the Republic of Uzbekistan "On Combating Corruption", Decrees and Decisions of the President of the Republic of Uzbekistan in the field of combating corruption, based on these documents, in the Forestry Agency the relevant order and other regulatory documents have been adopted.

In particular, the Policy, Program, "Procedure of Conducting Service Inspections", "Conflict of Interest Management" on" and "On anti-corruption compliance-supervision service", "On organization of training of employees of forestry agency and system organizations in the field of ethics and fight against corruption" No. instruction", "Instruction on checking contractors", "Procedure for receiving and considering messages (appeals) about corrupt behavior received through communication channels to the Forestry Agency and system organizations ", "Procedure for examining candidates for employment in forestry agency and system organizations", "Procedure for assessment of corruption risks" have been approved, and measures are being implemented based on these normative documents.

On the initiative of the compliance-supervision service, during the reporting period, under the chairmanship of the director and deputy of the agency, with the participation of the heads of the agency's central apparatus, regional departments and system organizations, video selector meetings "On the organization of the work carried out to fight against corruption" was carried out. On the occasion of the adoption of the Constitution of the Republic of Uzbekistan, the agency's compliance-control service made an appearance on "Yoshlar" radio on December 7, 2021.

In order to ensure the openness of the process of spending budget funds, the information about the state purchases made by the State Agency of Forestry was posted on the official websites.

A total of 836 appeals from individuals and legal entities were received by the central office of the Forestry Agency in 2021, an increase of 56% compared to 2020. The part of these appeals related to corruption, 36 of them were reviewed by the compliance control service. According to the results of consideration of these applications, illegal spending of funds, etc. The collected materials related to the cases were submitted to the prosecutor's office for legal investigation and appropriate measures, as well as information to the leadership of the Committee on the cases identified due to existing shortcomings and errors in the system organizations.

In addition, a total of 7 cases of abuse of office by managers and materially responsible persons of several farms included in the system of the Forestry Agency, looting of state property and illegal cutting of trees by law enforcement agencies criminal cases are initiated and investigations are being conducted.

In accordance with the implementation of the decision of the President of the Republic of Uzbekistan dated October 22, 2021 No. PQ-5263 "On measures to further improve the anti-corruption examination of regulatory and legal documents and their drafts" 5 current normative legal documents of the forestry agency (Law "On Forests", Decree of the President of the Republic of Uzbekistan No. PF-5041 dated 11.05.2017, Decision No. PQ-4670 dated 10.04.2020 , Decision No. 215 of the Cabinet of Ministers dated 05.06.2000, Document No. 3165 of the Agency dated 07.07.2019) were subjected to an anti-corruption examination in accordance with the established procedure, and relevant proposals were submitted to the Ministry of Justice.

Implementation of Decree No. PF-6257 of the President of the Republic of Uzbekistan dated July 6, 2021 "On measures to create an environment of zero-tolerance against corruption, to drastically reduce corrupt factors in state and community management, and to expand public participation in this" in terms of provision, according to the order of the Agency dated December 29, 2021 No. 219 "Reports (appeals) received from individuals and legal entities about corrupt behavior through communication channels to the Forestry Agency and system organizations" The procedure for acceptance and review was introduced. According to it, messages to provide information about actions related to corruption are sent to the central office of the Agency through the following communication channels: through the virtual reception of the President (https://pm.gov.uz/); Through the agency's e-mail - antikor@urmon.uz, official channels and pages on social networks (for example, through the official page on Facebook (https://www.facebook.com/Urmon-News-2424914581061376); service phone numbers (71-263- 03-58, 71-207-88-77); through the Telegram bot (@urmon_bot); by contacting the Agency orally (in person); through law enforcement bodies and through other communication channels not specified in this Procedure.

Also, in order to ensure the openness of the budget process, information about the state purchases made by the Forestry Agency is being posted on official websites. In addition, in order to raise the legal awareness and culture of the employees of the Agency and system organizations, training seminars on the fight against corruption, conflict of interests and rules of ethics were organized this year. Until now, training seminars on this topic have been held in almost all system organizations and farms, as well as in the central apparatus.
